  • No person shall operate a barber shop, hair stylist shop or a beauty culture shop within the village without first having obtained a village license therefor. Each license so issued shall expire on April 30th and a new application and report of physical examination shall be filed for each succeeding year.

    A.

    Application Requirements. Every person desiring a license to operate a barber shop, hair stylist shop or beauty culture shop in the village shall file a written application, giving the following information:

    1.

    Name and address of each individual, owner, partner or if a corporation or an association each officer and director.

    2.

    Number of the certificate of registration as a barber, hair stylist or beauty culturist, as the case may be, issued by the state of Illinois for the current year

    3.

    Location of the shop or place of business.

    B.

    Physical Examination and Investigation of Applicant and Inspection of Prospective Place of Business. The applicant shall submit himself or herself to a thorough physical examination by a licensed physician for the purpose of determining whether or not he or she is free from contagious or venereal disease, the fees for such examination to be paid by the applicant and if on such examination the applicant is found to be free from contagious or venereal disease, then it shall be the duty of the village health inspector to investigate such applicant and the proposed place of business, and if it shall appear to the village health inspector that the applicant has complied with all of the provisions of this chapter and the Illinois statutes pertaining to barber, hair stylist or beauty culturist, as the case may be, and that the place where the applicant proposes to carry on business is a proper and sanitary place therefor within the provisions of this chapter, the village health inspector shall endorse a recommendation of the village clerk that a license be issued to such applicant and upon the receipt of such recommendation it shall be the duty of the village clerk to issue such license. Applications must be submitted within fifteen (15) days after the effective date of the ordinance codified in this chapter.

    Each employee of the applicant shall also submit himself or herself to a thorough physical examination as above provided. If such employee fails to pass such a physical examination he or she shall not be employed by the applicant.

    This procedure for granting license shall apply only to such persons as are found to be practicing the profession of barbering, hair styling, or beauty culture in the village at the time this chapter becomes effective. Any person entering the village after this chapter becomes effective, who may be desirous of procuring a license hereunder, shall appear in person at the office of the village clerk. The village health inspector shall ascertain the name of the applicant, number of State Certificate of License, and location of shop or place where it is proposed to carry on business. If the applicant is a journeyman he or she shall give the name of the shop owner who desires the services of the applicant. Applicant shall pay five dollars in advance on applying for a license. A licensed physician shall then give the applicant a thorough physical examination. If the applicant is found free from contagious disease or venereal disease the applicant shall then be notified by the village health inspector the day and date on which the applicant shall be further examined by the village clerk. If the applicant shall have passed each of the examinations, if any, then on recommendation of the village health inspector and village clerk, the village clerk shall issue a village license to applicant.

    Each barber shop, hair stylist shop or beauty culture shop shall be privileged to use one apprentice, such apprentice to pay a fee of two dollars to the village on making application, the apprentice shall upon passing a medical examination be issued an apprentice permit for the current year. Apprentice permit must be issued annually not to exceed three times.
